UNRWA Facilities in Jerusalem Face Utility Cut-Off

Israeli authorities have reportedly begun taking steps to disconnect electricity and water services to buildings belonging to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in occupied East Jerusalem.

The Jerusalem Governorate stated that Israeli utility companies have issued formal notices to UNRWA regarding the termination of services to its facilities located within the separation barrier. The action is reportedly based on a law passed by the Knesset in late December.

According to initial assessments, the measures will affect approximately ten UNRWA buildings, including schools, clinics, training centers, and administrative offices. The main UNRWA office in the Sheikh Jarrah neighborhood is also among the facilities targeted. This development raises serious concerns about the continuity of educational, healthcare, and relief services provided to Palestinian refugees in Jerusalem.

The Knesset approved the law on December 29th, stipulating the cessation of electricity and water supply to UNRWA offices. The Governorate has condemned the move as a blatant violation of international law and UN resolutions, particularly Resolution 302, which established UNRWA to ensure the provision of services to Palestinian refugees until a just resolution to their plight is achieved.

In October 2024, the Knesset finalized a ban on UNRWA’s activities within Israel, citing alleged involvement of some of its employees in the October 7th, 2023, attacks. Israel claims that UNRWA employees participated in Operation Al-Aqsa Flood, allegations that the agency has repeatedly denied. The United Nations has reaffirmed UNRWA’s commitment to neutrality.
