Algiers – Minister of Communication, Zouheir Bouamama, has affirmed that combating piracy in all its forms is a strategic imperative for the advancement of modern media in Algeria. He emphasized that respecting copyright is the cornerstone of any professional, ethical, and reliable media system, especially amidst rapid digital transformations.
The Minister’s remarks came during the opening of a workshop titled “Respecting Copyright: A Pillar of Modern Media,” organized in partnership with the National Copyright and Neighboring Rights Office. He highlighted that while the digital revolution has provided opportunities for creativity and publishing, it has also opened the door to illegal practices that threaten the rights of journalists and creators, primarily the piracy of media and artistic content.
Bouamama stressed that piracy is no longer just a technical infringement but has evolved into a behavior that undermines the foundations of professionalism and erodes trust in media products. He asserted that protecting copyright ensures creators retain control over their work and safeguards their material and moral rights. He also underscored the necessity of striking a fair balance between freedom of expression and the public’s right to access information.
The Minister pointed out that Algerian legislation enshrines this principle through laws regulating the media sector, which explicitly recognize the journalist’s right to literary and artistic ownership of their work. These laws also obligate audiovisual media outlets to respect copyright when broadcasting cultural and artistic productions.
Furthermore, the Minister revealed that the sector is working to strengthen the legal and institutional framework for combating piracy by activating the role of regulatory bodies and preparing draft regulatory texts aimed at protecting journalists and promoting their profession. These include the basic law for journalists, the organization of granting national professional journalist cards, and the revision of the President of the Republic’s Prize for Professional Journalists to incentivize quality and excellence.
