New Regional Plan Aims to Reduce Development Gaps Across Algeria

Algiers, January 18, 2026 – A new vision for Algeria’s development is taking shape with the implementation of a comprehensive regional planning law, designed to bridge the developmental disparities across the nation. Minister of Interior, Local Authorities, and Transport, Said Saayoud, emphasized the significance of this law, highlighting it as a cornerstone of institutional reform and a move towards bringing the administration closer to the citizens.

During a presentation to the National People’s Assembly’s Committee on Legal and Administrative Affairs and Freedoms, Minister Saayoud explained that the law’s primary objective is to elevate eleven administrative districts to fully-fledged provinces (wilayas), granting them complete authority. This upgrade, he stated, represents a “new building block in the path of institutional reform and the strengthening of decentralization.”

The Minister stressed that this legislative initiative is a direct response to the directives of President Abdelmadjid Tebboune, focusing on improving public services, accelerating the response to citizen concerns, and achieving balanced and inclusive development throughout the country. The new regional division will result in a total of 69 provinces comprising 1541 municipalities.

According to Minister Saayoud, the decision to promote these districts was driven by several factors, including the urgent need to consolidate decentralization and bring decision-making centers closer to the people. The economic potential, geographical expanse, and population density of these districts were also key considerations.

This move aligns with the state’s new vision for regional reorganization, aiming to ensure genuine balance and reduce development gaps, particularly in the High Plateaus and Southern regions. It reflects the government’s commitment to providing quality public services and establishing comprehensive administrative structures.

The Interior Minister also underscored the commitment to supporting this process with a comprehensive plan encompassing organizational, human resource, and financial aspects, ensuring a smooth and effective transition. Governors of the original provinces have been tasked with overseeing the gradual transfer of powers and obligations to avoid disruption of public services, particularly in vital sectors. This will enable the new provinces to effectively commence their duties from January 1, 2027, in a well-organized and operational environment.

Minister Saayoud concluded by stating that all relevant implementing texts have been prepared, particularly those related to the delimitation of districts, ensuring a seamless transition and effective governance in the newly established provinces.
