Syria and SDF Reportedly Reach Comprehensive Agreement

DAMASCUS – The Syrian government and the Syrian Democratic Forces (SDF) have reportedly reached a comprehensive agreement aimed at achieving a complete and immediate ceasefire across all fronts, DZWatch has learned. This agreement also includes the withdrawal of SDF forces to the east of the Euphrates River as a preliminary step towards redeployment.

The agreement follows escalating security and military tensions in northeastern Syria in recent days. Key provisions reportedly include the transfer of administrative and military control of the Raqqa and Deir ez-Zor governorates to the Syrian government. This transfer encompasses civilian institutions, border crossings, and oil and gas fields, with guarantees of protection by Syrian Armed Forces.

Furthermore, the agreement purportedly addresses the integration of SDF personnel into the structures of the Ministries of Defense and Interior on an individual basis, subject to security vetting. Non-Syrian Kurdistan Workers’ Party (PKK) leaders and members are expected to be excluded from the region to ensure sovereignty and regional stability.

The Syrian government will continue counter-terrorism efforts, coordinating with the U.S.-led international coalition, and work towards understandings that guarantee the safe and dignified return of residents of the Afrin and Sheikh Maqsoud regions. DZWatch is working to independently confirm the details of the international coalition’s role.

According to the reported agreement, civilian and security institutions in Hasakah will be reorganized, including the formation of a local police force in Ain al-Arab (Kobani). Local representation in administrative and military positions will be ensured. The government will assume full responsibility for ISIS prisons and camps.
