Constitutional Amendment: 10 Key Reform Proposals Unveiled

Algiers – A comprehensive set of ten proposals for the technical amendment of the Constitution has been presented, aiming to refine and modernize the nation’s foundational legal framework. The proposals were outlined during a conference held at the Palais des Nations, overseen by the Prime Minister, focusing on both the constitutional amendment project and the organic law related to the electoral system.

The proposed amendments cover a range of critical areas, including eligibility criteria for presidential candidates. One key suggestion is the inclusion of a requirement for candidates to possess a specific level of education.

Further proposals address the procedures surrounding the presidential oath of office, seeking to optimize the organizational arrangements by clearly defining the body before which the oath is taken and the entity responsible for administering it.

The amendments also explore the possibility of granting the President the authority to call for early local elections. A significant change is proposed regarding the High Council of the Judiciary, suggesting the removal of the requirement to obtain its approval for appointments to key positions, given the President’s role as head of the Council.

To ensure continuity and expertise, the proposals include extending the term of the President of the Council of the Nation to six years, up from the current three. Enhancements to the organizational framework of regular parliamentary sessions are also suggested, aiming for greater flexibility in their commencement and duration.

The composition of the High Council of the Judiciary is another area targeted for reform, with suggestions to streamline its membership. Regarding the Independent National Authority for Elections, the proposed amendments seek to expand its supervisory role, while assigning the responsibility for material and logistical preparations to the administration.

Furthermore, the technical amendment project includes transitional provisions to address potential constitutional gaps and ensure the staggered renewal of members of the Council of the Nation. This aims to uphold the principle of continuity within state institutions.

Finally, the proposals address the alignment of institutions and bodies with the amended legal framework, emphasizing the need for timely compliance to ensure a smooth transition.
