Constitution & Election Law Reform Discussed at Algiers Forum

Algiers, DZWatch – A high-level forum convened today at the Palace of Nations to discuss proposed amendments to the Constitution and the organic law governing elections. The event, held under the auspices of the President of the Republic, Abdelmadjid Tebboune, and supervised by the Director of the Presidential Cabinet, Boualem Boualem, signals a renewed commitment to democratic reform.

The forum saw participation from key government figures including Prime Minister Sifi Gherib, Acting Head of the National Independent Authority for Elections, Karim Khalfan, Minister of Interior, Local Authorities, and Transport, Said Sayoud, and Minister of Justice and Keeper of the Seals, Lotfi Boujamaa. Advisors to the President and representatives from twelve political parties also attended, contributing to a broad and inclusive dialogue.

Discussions centered on the technical aspects of the proposed amendments, with a focus on enhancing transparency, ensuring the integrity of the electoral process, and updating the constitutional framework to meet current needs. Participants emphasized the importance of aligning the reforms with international best practices and ensuring the broadest possible consensus.

The initiative underscores President Tebboune’s commitment to fostering dialogue and consultation with various political actors, strengthening the democratic process, and reinforcing the rule of law and institutions. It aims to establish a political practice based on consensus and responsibility.

Addressing speculation regarding the postponement of the draft constitutional amendment’s presentation to the Council of Ministers, Director of the Presidential Cabinet, Boualem Boualem, clarified that the delay was unrelated to the absence of the Deputy Minister of National Defense and Chief of Staff of the People’s National Army, General Said Chengriha. He dismissed such interpretations as unfounded, stating that the postponement was due to purely procedural and organizational reasons. Boualem Boualem emphasized that the draft laws had already been presented to the Council of Ministers after prior review at the government level, but further consideration was postponed for specific reasons.

This forum represents a significant step in Algeria’s ongoing efforts to strengthen its democratic institutions and ensure free and fair elections.
