Algiers – Boualem Boualem, Director of the President’s Office, has addressed speculation surrounding the postponed review of the proposed technical amendments to the Constitution by the Council of Ministers. Speaking on Saturday, Mr. Boualem firmly denied that the delay was in any way connected to the absence of the Minister Delegate to the Minister of National Defense and Chief of Staff of the People’s National Army, Lieutenant General Saïd Chengriha.
Responding to questions from the press, Mr. Boualem emphasized that such interpretations are unfounded. He clarified that the reasons for the postponement are purely procedural and organizational, and have no bearing on the presence or absence of any particular official. He made these remarks on the sidelines of a conference held at the Palais des Nations, where he, on behalf of the President of the Republic, oversaw the presentation and discussion of the draft technical amendments to the Constitution and the organic law related to the electoral system.
Mr. Boualem affirmed that both draft laws had already been presented to the Council of Ministers after prior review at the government level. However, the decision was made to postpone further consideration to allow for deeper discussion and enrichment of their content.
“This postponement is not related to the absence of Lieutenant General Saïd Chengriha, who was on leave,” Mr. Boualem stated. “Rather, it falls within the framework of opening the door for various political formations to contribute to enriching the projects, thereby strengthening consensus and expanding the scope of consultation around them.” The aim, he added, is to ensure the broadest possible buy-in and refine the proposed changes before they are finalized. The director of the President’s office reiterated the government’s commitment to a transparent and inclusive process in reforming key legal frameworks.
