Algiers, January 26, 2026 – The Algerian government has announced updates to the unemployment benefit program, outlining new conditions and obligations for beneficiaries. These changes are detailed in Executive Decree No. 26-87, published in Official Gazette No. 6, dated January 21, 2026. This decree amends and supplements Executive Decree No. 22-70 of January 10, 2022, concerning eligibility criteria, benefit amounts, and recipient responsibilities.
According to Article 2 of the decree, beneficiaries must now validate their registration every six months. This can be done either through the dedicated digital platform or by appearing in person at the local branch of the National Employment Agency (ANEM) nearest to their place of residence. Beneficiaries are also required to respond to summons from ANEM and must not refuse any job offer that matches their qualifications.
Furthermore, the same article emphasizes the need for beneficiaries to actively seek vocational or certified training. Individuals directed towards training programs will continue to receive their unemployment benefits during the training period, as stipulated by the decree.
Article 7 specifies that the unemployment benefit is set at DZD 18,000 per month, payable for a period of one year, with the possibility of a single renewal. Beneficiaries are also entitled to in-kind benefits for health insurance, with the state covering the social security contribution at a rate of 7% of the benefit amount. The state will also bear the costs of social security coverage related to health insurance.
The renewal of unemployment benefits is contingent upon strict adherence to these obligations, as noted in Article 2. Those who are actively employed through the program and have less than 24 months of service will receive the benefit for an additional year, up to a maximum of two years.
ANEM is tasked with maintaining an updated national database of first-time job seekers to facilitate flexible and transparent job placement. This measure aims to streamline the process and ensure efficient allocation of resources.
Key takeaway: The updated regulations aim to enhance the effectiveness of the unemployment benefit program by promoting active job seeking and skills development.
