Launch of Electronic Card for Medication Benefits for the Needy

The Minister of Labor, Employment, and Social Security, Abdelhak Saihi, along with the Minister of National Solidarity, the Family, and Women’s Issues, Soraya Mouloudji, oversaw the launch of an electronic card on Monday. This card provides access to medication for needy individuals who are not socially insured.

The launch of the electronic card for the needy follows the instructions of President Abdelmadjid Tebboune, aimed at strengthening social protection for vulnerable groups and ensuring the right to medication.

In his speech, Saihi emphasized that the launch of this electronic card is not merely a technical measure but a sovereign decision reflecting the Algerian state’s will, under the leadership of the President, to establish a true social state that protects its citizens and does not leave any citizen hostage to poverty, illness, or administrative complexities.

Saihi considered this electronic card a hallmark of modern public policy, falling within a comprehensive reform path aimed at reducing social disparities.

For her part, the Minister of National Solidarity, the Family, and Women’s Issues, Soraya Mouloudji, stated that the launch of this initiative is the culmination of joint government work and tight coordination to implement President Abdelmadjid Tebboune’s program.

According to a statement from the Ministry of Labor, applications for the card are processed through coordination between the National Solidarity and Social Security services via an organized and simplified administrative process. This involves submitting an administrative and medical file to the social activity department of the municipality where the individual resides. The municipal services then transfer the files to a specialized committee for review and decision, after which the individuals are notified of the outcomes.

Following approval, the files are sent to the National Social Insurance Fund for Salaried Workers, which provides the beneficiary with a social security registration number and prepares the electronic card. The card is then sent to the provincial agencies of the beneficiary’s residence, which activate and deliver it to the concerned individuals.

The electronic card allows the needy person and their minor children to benefit from prescribed medications free of charge at pharmacies contracted with the National Social Insurance Fund for Salaried Workers, according to the list specified in the joint ministerial decree dated July 13, 2025. Those with chronic diseases will receive treatment for a period of three months.
