President Tebboune: Revisiting Administrative Division Is an “Imperative Necessity”

Algiers – President Abdelmadjid Tebboune emphasized that revisiting the administrative division has become an “imperative necessity” to achieve a balance between rural and urban municipalities, upholding the principle of democratic practice.

In his meeting with civil society representatives during his working visit to Tizi Ouzou province last Wednesday, which was documented by Algerian television on Saturday evening, President Tebboune stated that the current state of development across the country’s provinces necessitates finding a balance between rural and urban municipalities to ensure democratic practice.

The President pointed out the financial deficits faced by some municipalities, stressing that it requires “revisiting the administrative division, which has become an imperative necessity.” He noted that “the current organization no longer aligns with the economic and social reality of the country.”

He highlighted that “democracy begins at the municipal level, and if we do not address the issue by opening the administrative division file, we will continue to lose time.” He observed that “the promises and programs presented by candidates in local elections often clash with a different reality, which needs to be addressed.”

President Tebboune assured that the administrative division file “will be prioritized” and that the Municipal and Provincial Law “will ensure the required balance between rural and urban municipalities, achieving the principle of development across all provinces.”

He added that “development is a right for every Algerian citizen, but effective implementation and achieving the desired goal require comprehensive studies rather than fleeting ideas.”

In this regard, the President referred to “previous experiences of projects that were not executed properly,” which forced them, as he said, to repurpose them for other uses. He stressed the necessity of “letting technicians perform their duties and consider their advice on the feasibility of certain ideas.”

President Tebboune asserted that Algeria “is moving forward towards a free economy,” highlighting that “in the 1980s and 1990s, the state established a centralized investment system, but today we are heading towards a free economy where the investor plays a key role, and the state will support by providing suitable conditions and removing bureaucratic obstacles.”

He continued: “We have opened the door for Algerians to contribute to development, and every citizen can invest in their country freely. We have broken the chains and achieved what was not done in twenty years.”

On another note, the President discussed subsidies for housewives, emphasizing that it concerns “national solidarity” and that these subsidies can “help improve the financial situation of this group.”

The documentary highlighted key moments from the President’s visit to Tizi Ouzou province, including the inauguration of several vital development projects.

In this context, President Tebboune remarked that the inauguration of the late Mujahid Hussein Ait Ahmed Stadium came “after 14 years of waiting,” a period during which Algeria, as he said, “went through a painful management phase.”
