President Tebboune Chairs Review of Civil Protection Statute
President Abdelmadjid Tebboune presided over a Council of Ministers meeting, addressing significant revisions to the fundamental statute and compensation system for civil protection personnel. The discussions also encompassed measures to strengthen the corps with essential structures, material, and human resources required for their duties, as well as digital connectivity between state bodies. The President expressed appreciation for the rapid pace of compensation procedures for fire victims, particularly in Jijel Governorate, and directed the government to swiftly complete any outstanding compensation.
Key directives for the civil protection sector included a comprehensive salary increase through a review of indicative salary points. The President also ordered a reconsideration of the rank structure to align with the corps' specialization and the classification of both administrative and field tasks. Furthermore, the revised fundamental statute will incorporate the valuation of compensation specifically for field personnel and their families, acknowledging their critical roles. Continuous training for civil protection members throughout their professional careers was emphasized to maintain high operational efficiency and readiness, aiming to minimize loss of life during interventions.
Beyond personnel adjustments, the President instructed a technical and technological review of field work equipment, which will involve acquiring advanced devices and implementing a plan for their renewal. To enhance preparedness, new observation points and sub-centers are to be established in cooperation with the Ministry of Agriculture in densely forested areas. The firefighting aircraft fleet is also slated for gradual reinforcement, subject to international market availability. Additionally, a seasonal volunteer program for civil protection will be introduced, accompanied by a robust system to protect volunteers.
In broader governmental actions, President Tebboune decided to support and fix the costs of Hajj for pilgrims at 82 million centimes, following an increase this season. He also ordered the preparation of a presidential decree concerning a secure digital connectivity plan for state entities and institutions, to be overseen by the High Commissioner for Digitization. This plan is designed to include inter-wilaya connectivity to facilitate smoother local data recording while ensuring maximum protection of citizen data.
