Anti-Corruption Efforts: Arab Parliament Cites Algeria’s Model
Algeria's experience in combating corruption has been recognized as a model for other Arab nations. This acknowledgment came during a parliamentary session focused on the relationship between Arab Parliaments and anti-corruption bodies, an event organized jointly by the World Organisation of Parliamentarians Against Corruption and the Administrative Control and Transparency Authority of the State of Qatar. During the session, Algerian parliamentary representatives detailed the nation's expertise and the pivotal role of its Parliament in bolstering prevention efforts against corruption.
The Algerian representative explained that the fight against corruption is an integrated institutional choice for Algeria, designed to consolidate the rule of law and reinforce principles of transparency and integrity. This process has garnered significant attention within the framework of reforms initiated by President Abdelmadjid Tebboune. Algeria's comprehensive approach integrates prevention, anticipation, detection, control, and rigorous law enforcement, emphasizing that the objective extends beyond merely penalizing offenders to also addressing the root causes of corruption.
Algeria's commitment to strengthening the institutional framework for corruption prevention and combatting it was highlighted, alongside efforts to develop legal mechanisms for transparency and support control and audit systems. The Algerian Parliament, particularly the National People's Assembly (APN), plays a crucial role in developing the legal framework related to anti-corruption and exercising its oversight function over governmental actions and public policies. Furthermore, the importance of promoting an integrity culture, simplifying administrative procedures, and enhancing digitalization and transparency as key mechanisms for preventing corrupt practices was underscored.
Considering the cross-border nature of certain forms of corruption, Algeria emphasized the necessity of regional and international cooperation, as well as the exchange of information and expertise, to bolster global anti-corruption efforts. Algeria places significant importance on Arab and international parliamentary cooperation to consolidate integrity, good governance, and the fight against corruption, recognizing the vital role parliaments play in exchanging experiences, developing legal and institutional frameworks, and strengthening collaboration with specialized international and regional organizations.
