National Scientific Expertise Mobilized for Emerging Economy by 2027

Algeria is advancing its strategic vision to achieve emerging economy status by 2027, a goal supported by the High Council for the National Scientific Community Abroad. President Abdelmadjid Tebboune recently received members of this Council following its inaugural working session in Algiers, where a comprehensive roadmap was prepared for submission to the presidency. This consultative body, established by presidential decree, is designed to harness the expertise of Algerian scientists and professionals residing abroad for national development.

Comprising 39 members, including 30 prominent scientists from various international locations such as the United States, France, Sweden, and Australia, the Council also integrates six representatives from diverse ministries and three leaders from Algerian-owned economic enterprises engaged in research and development. Coordinated by Professor Elias Zerhouni, the Council's mandate involves providing scientific and technological advice to bolster the national economy and knowledge sectors. Its work emphasizes coordination with local researchers to revitalize key areas, notably food security, cybersecurity, energy, health, and water management, aiming to establish institutional partnerships for economic growth.

The Minister of Higher Education and Scientific Research, Kamel Baddari, highlighted that the Council's establishment reflects the state's policy to integrate its scientific competencies abroad and President Tebboune's developmental vision. The proposed roadmap outlines a flexible organizational structure tailored to priority needs and includes a detailed 12-month action plan. This plan focuses on completing the organizational framework, identifying national requirements, and forming networks with scientists and experts globally to facilitate their direct involvement in major national projects, ensuring an effective and integrated approach to realizing Algeria's strategic ambitions.
