Algiers – The President of the Republic, Commander-in-Chief of the Armed Forces, and Minister of National Defense, Mr. Abdelmadjid Tebboune, chaired a Council of Ministers meeting on Sunday. Mr. Abdelmadjid Tebboune, President of the Republic, Commander-in-Chief of the Armed Forces, and Minister of National Defense, presided over today’s Council of Ministers meeting. The agenda included discussions on several issues: measures related to grants for students and research professors in the scientific and technological hub of Sidi Abdallah, strategies to regulate and monitor import activities, and preparations for a major cinematic project about Emir Abdelkader.
After the Prime Minister presented a summary of governmental activities over the last two weeks, the ministers provided reports on their respective portfolios. Following these discussions, the President issued the following instructions and directives:
Addressing Market Shortages and Consumer Protection
- The President expressed concern over a noticeable lack of diligence among certain officials, calling for immediate accountability and action. He emphasized that public servants must prioritize their duties toward citizens.
- The government was instructed to undertake a comprehensive reform of the national product marketing system, including the introduction of a price ceiling regulation through decrees, particularly when seasonal goods are being sold at unreasonable prices.
- The President stressed the need for enhanced vigilance, calling on regulatory bodies—including security agencies—to intensify monitoring efforts, particularly regarding essential commodities such as food, agricultural products, and pharmaceuticals.
Regulating and Monitoring Import Operations
- The President emphasized that imports of essential raw materials used in key production chains should not be restricted. However, other non-essential imports must be subject to prior authorization.
- Mr. Tebboune clarified that Algeria does not aim to ban imports but will resort to restrictive measures only when necessary to promote national production, safeguard financial reserves, and ensure economic stability.
Student and Researcher Grants in the Sidi Abdallah Scientific Hub
- The Council of Ministers approved the grant program for students and research professors in the Sidi Abdallah Scientific and Technological Hub.
- The President noted that this initiative is a strategic asset for Algeria and serves the country’s national security interests, underlining the importance of the hub in shaping the nation’s future scientific capabilities.
- Mr. Tebboune emphasized that these measures are meant to foster and support future generations of intellectual talent, instructing the Minister of Higher Education to ensure continuous support for the program.

Preparations for a Major Cinematic Project on Emir Abdelkader
- The President ordered the launch of an international tender for the production and direction of a cinematic work centered on the life of Emir Abdelkader. This project is intended to give the film a global dimension, reflecting the Emir’s legacy in building modern Algeria and his international role in protecting minorities around the world.
- The President stressed the importance of opening the project to both Algerian and international filmmakers, ensuring that the final product aligns with the agreed terms set out in the project specifications.
