Presidential Pardon Benefits 5,539 on Revolution's 72nd Anniversary

President Abdelmadjid Tebboune signed a presidential decree on Saturday, October 31, 2026, granting a pardon to 5,539 individuals. This significant humanitarian measure coincides with the commemoration of the 72nd anniversary of the glorious Algerian Revolution, celebrated annually on November 1st. The decision, officially announced by the Presidency of the Republic, impacts a substantial number of citizens across the nation.

The presidential decree was issued in accordance with the provisions of the Constitution, specifically articles 91(8) and 188, following consultation with the Supreme Judicial Council. It extends its benefits to both imprisoned and non-imprisoned individuals who had final judgments issued against them prior to the decree's signing. A primary condition for eligibility is that the sentence imposed, or the remaining duration of the sentence, must not exceed 24 months.

While broad in its scope, the pardon explicitly excludes certain categories of offenses to ensure justice is maintained. Crimes for which judgments were issued by military judicial bodies are not covered. Furthermore, the decree does not apply to offenses such as sexual assault against minors, whether committed with or without violence, nor does it include crimes related to corruption, money laundering, currency counterfeiting, smuggling, or violations of exchange and capital movement regulations.

This executive action by President Tebboune underscores a commitment to social rehabilitation and offers an opportunity for a fresh start for thousands of Algerians. By carefully defining the conditions and exclusions, the pardon balances humanitarian considerations with legal principles, reflecting a thoughtful approach to justice on a nationally significant anniversary.
