Political Highlights of 2024: Early Presidential Election and Anticipated National Dialogue

Algeria – In 2024, Algeria experienced pivotal political moments and significant decisions that contributed to the strengthening of the democratic structure and continued reforms of the legislative and institutional systems. These developments also emphasized dialogue, consultation, and citizen involvement in decision-making.

The most notable political event was the early presidential election held on September 7, following a decision announced by President Abdelmadjid Tebboune in March of the same year. The election was part of his ongoing commitment to the political reform process.

In line with his dedication to consultation, President Tebboune announced the launch of an inclusive national dialogue after taking the oath of office on September 17. He initiated intensive communications and consultations with various sectors of the country, aiming to engage all societal forces in shaping Algeria’s democratic future.

The year 2024 also witnessed continued legislative and legal reforms, including the establishment of a National Committee to Review the Municipal and Wilaya Laws. The committee, chaired by former Interior Minister Daho Ould Kablia, is tasked with updating the legal framework governing local governance to improve efficiency and responsiveness.

New Leadership in the Future Front Party

Another significant event was the election of Fateh Bouteflika as president of the Future Front Party on January 12, 2024, during the third national congress. Bouteflika emphasized the importance of ongoing dialogue with social and economic partners to foster the success of Algeria’s new vision.

Bouteflika, who holds two high school diplomas and a law degree, also completed a Ph.D. in law titled “Managing the Electoral Process in Algeria: Reality and Prospects.” He has held various roles, including as a lawyer and mediator, and has worked in Algeria’s port authority and international dispute resolution.

Strengthening Dialogue and Consultation Mechanisms

After taking office, President Tebboune committed to launching a comprehensive national dialogue, involving all sectors of society, as part of his vision for true democracy. He emphasized that the dialogue would ensure the sovereignty of those who deserve it and would focus on long-term plans to implement genuine democracy.

Additionally, President Tebboune has been engaged in regular meetings with citizens and civil society representatives during field visits across Algeria. His direct interactions aim to establish transparent, open communication and have been a hallmark of his presidency.

Political Party Leaders Meet with the President

In 2024, President Tebboune held a major meeting with political party leaders from the national and local elected councils. The meeting, held at the Abdelatif Rahal International Conference Center, lasted for eight hours, with leaders from 27 political parties presenting their views, concerns, and proposals on various national issues. The event was described as a “responsible and frank” dialogue.

During the meeting, Tebboune reviewed his first-term achievements and the challenges faced in various sectors, offering insights into the successes and obstacles encountered in government reforms.

Early Presidential Election

A significant milestone in 2024 was the early presidential election held on September 7, initiated by President Tebboune. The election process was described as technically necessary, and despite some initial concerns, it was conducted smoothly, with clean competition between candidates Youcef Ouchiche, Abdelmadjid Tebboune, and Abdelali Hassani Cherif. Tebboune was re-elected for a second term, securing 84.3% of the vote.

Review of Local Governance Laws

President Tebboune’s efforts to reform the local governance system continued with the establishment of the National Committee to review Algeria’s municipal and wilaya laws. The reforms aim to streamline local administration and ensure greater equity between municipalities, especially focusing on financial and administrative balance.

Reshuffling in the Government

In November 2024, President Tebboune carried out a significant government reshuffle, elevating several ministers to more prominent roles, including Ahmed Ataf as Minister of Foreign Affairs and Mohamed Arkab as Minister of Energy and Mines. The reshuffle also introduced new responsibilities, such as a separate focus on youth and sports, and adjusted the Ministry of Industry and Pharmaceutical Production.

Speech by South African President Cyril Ramaphosa

Another notable event was the visit of South African President Cyril Ramaphosa to Algeria. He addressed the Algerian parliament, where he expressed deep appreciation for Algeria’s historical support during the struggle against apartheid. His speech underscored the strong bilateral ties between the two nations and their shared commitment to supporting oppressed peoples, including the people of Western Sahara.

Presidential Amnesty and Reconciliation Measures

As the year concluded, President Tebboune granted an amnesty to 2,471 prisoners as part of a gesture of reconciliation. This move also included partial reductions in sentences, particularly for elderly prisoners, women, and minors, reflecting the government’s ongoing efforts to promote national healing.

Annual Address to the Nation

In late 2024, President Tebboune delivered his annual address to the nation before the joint sessions of parliament, reviewing the political, economic, and social situation in Algeria. His speech focused on the progress made in the country’s reforms and set the stage for the upcoming year, particularly regarding the Political Parties Law, which is set to undergo significant revisions in early 2025.
