Full Text of the Statement from the Council of Ministers Meeting

Algeria – On Monday, January 13, 2025, the President of the Republic, Mr. Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, presided over a Council of Ministers meeting. The session addressed a draft law on social security, initiatives to strengthen union activities and social dialogue, and measures in preparation for the holy month of Ramadan. Council of Ministers Statement

President Abdelmadjid Tebboune, Supreme Commander of the Armed Forces and Minister of National Defense, chaired a Council of Ministers meeting that focused on several key areas:

  1. A draft law on social security, specifically extending maternity leave.
  2. Strengthening union activity and promoting social dialogue.
  3. Implementing preventive measures for the month of Ramadan.

Following the Prime Minister’s presentation on the government’s recent activities and inputs from various ministers, the President issued the following directives and instructions:


Draft Law on Social Security (Extension of Maternity Leave)

  • The Council approved the draft law affirming equal pay and benefits for women and men. President Tebboune highlighted Algeria’s advanced stance on women’s rights, emphasizing the importance of this legislation in upholding national values rooted in the November Declaration. This move recognizes the critical role of Algerian women, particularly their contributions during the liberation struggle.

Preparations for Ramadan

The Council discussed measures to ensure market stability and prevent disruptions during Ramadan:

  • Emphasizing vigilance to counter any attempts to disrupt market availability and supplies.
  • Updating and intensifying monitoring systems while strictly combating profiteering. Severe legal penalties will be applied to deter such activities.

Strengthening Union Activities and Social Dialogue

The President underlined the following points:

  • The right to unionize is guaranteed in Algeria, with the government committed to respecting and upholding this principle.
  • Robust, representative unions are essential for improving labor relations and advancing the workforce.
  • The reorganization and adaptation of unions under the new legal framework must strengthen social dialogue across sectors.

Before concluding, the Council of Ministers approved several additional items:

  1. An organic law on the jurisdiction, organization, and operation of the Court of Conflict.
  2. A bill resolving the 2022 state budget.
  3. Two presidential decrees concerning Algerian-Jordanian cooperation in industry, tourism, and social affairs.
