• The law defines general mobilization as a comprehensive set of measures to ensure the effective transition of the armed forces, state institutions, and the national economy from peacetime to wartime, placing all national capabilities at the service of defense efforts15.
• Mobilization can only be declared by the President of the Republic, following a Cabinet decision, in cases of imminent danger to Algeria’s constitutional institutions, independence, or territorial integrity, or in the event of actual or imminent aggression, as stipulated by the Constitution145.
