Russian Security Chief Shoigu Leads Delegation to Egypt

Cairo, Egypt – Russian Security Council Secretary Sergei Shoigu arrived in Cairo on Sunday, leading a high-level delegation for military talks with Egyptian leadership, DZWatch has learned.

The delegation includes senior officials from the arms and nuclear energy sectors. Shoigu is scheduled to meet with President Abdel Fattah El-Sisi, the National Security Advisor, and the Ministers of Foreign Affairs and Defense, as well as top security and intelligence officials.

According to a statement from the Russian Security Council’s press office, “Priority topics include prospects for implementing agreements reached at the highest level, including military and military-technical cooperation.”

Shoigu, a close ally of Russian President Vladimir Putin and former Defense Minister, continues to play a pivotal role in Russia’s defense and security apparatus, wielding significant influence in Kremlin decisions. His visit underscores the importance Russia places on its relationship with Egypt.

Russia and Egypt maintain close ties, stemming from military links dating back to the Soviet era and substantial agreements in energy and grain. Cairo seeks to balance its relations between Russia, its Western partners, and its Gulf allies, particularly amidst the ongoing conflict in Ukraine and the war in Gaza.

The Russian delegation comprises officials from Rosoboronexport, the state arms exporter; Roscosmos, the space agency; and Rosatom, the nuclear energy agency. Representatives from the Ministries of Interior, Foreign Affairs, Justice, and Industry, as well as the National Guard, are also part of the delegation.
