President Tebboune: New Legal System Prioritizes Citizen Service

Algiers, October 12, 2025 – President Abdelmadjid Tebboune affirmed that the presumption of innocence remains a cornerstone of achieving true justice in Algeria. Speaking at the opening of the 2025-2026 judicial year, President Tebboune emphasized the judiciary’s commitment to positive engagement with citizens and combating all forms of corruption and practices that harm the social fabric.

The President stressed that the state is addressing these deviations with strict adherence to the law. He stated that true justice is founded on listening to, approaching, and interacting positively with citizens. This includes improving services and resolutely combating all forms of corruption and crimes that threaten society.

President Tebboune explained that ongoing deep reforms are part of the state’s commitment to ethical conduct in public life and combating corruption in all its forms, in accordance with the values of Algerian society and its national identity. He added that a significant portion of the new legal system is aimed at serving citizens, protecting rights and freedoms, and expanding human rights gains.

In the same context, President Tebboune emphasized that the Algerian judiciary is keen on building trust and providing a legal framework consistent with the country’s orientation, aimed at encouraging investment and consolidating reassurance and stability. He affirmed that the government is called upon to continue efforts to improve the ethics and quality of judicial work. He reiterated his instructions on the necessity of taking care of the needs of judges, those using the justice sector, and supporting the role of defense in the judicial system.

Furthermore, the President highlighted the importance of keeping pace with developments by updating laws, such as those related to preventing drugs and psychotropic substances, combating money laundering and terrorist financing, and protecting natural persons in the processing of personal data. He also mentioned the Code of Criminal Procedure, which enhances the power of the judiciary and achieves legal security to preserve rights and freedoms, and consolidate the foundations of a fair trial.
