Algiers, October 15, 2025 – Minister of National Education, Mohamed Seghir Saadaoui, chaired a national conference via video conference yesterday, focusing on operational files and administrative decisions impacting educational institutions.
According to a statement from the Ministry of Education, the conference addressed key issues such as the placement of contract teachers, student supervision, management practices within regional education directorates, and the protection of the rights of students and educational staff. The overarching goal is to ensure the stability of educational institutions and enhance the quality of educational services.
Minister Saadaoui emphasized that all actions within the education sector must adhere strictly to the legal framework. He stated that stability within educational institutions can only be achieved through complete transparency, diligent field monitoring of all departments and personnel, and unwavering adherence to established organizational structures. This approach is designed to safeguard student rights, improve the quality of education provided to the educational community, preserve the sector’s reputation, and strengthen public trust in educational institutions.
The Minister stressed the need for systematic measures to address any shortages in human resources, while maintaining the continuity of educational services. He insisted that every step taken must be in accordance with the legal framework and in the best interest of both students and educational institutions.
Regarding the monitoring of educational institutions that include students from the Sahrawi Arab Democratic Republic, the Minister highlighted the importance of effective student supervision. He emphasized the need for each institution with these students to have a dedicated supervision team from the regional education directorate, ensuring comprehensive monitoring of internal and evening activities, while respecting official agreements made by the state.
On the subject of union activities, the Minister underscored the importance of ensuring a conducive environment for exercising union rights within the legal framework defined by Law 23-02 and related legal texts. He called for continued dialogue with accredited social partners to find immediate solutions to local problems, emphasizing the need to respect the provisions of Law 23-02 regarding temporary assignments and the immediate application of its provisions in this regard.
