UN Rights Council to Vote on Sudan Resolution

The United Nations Human Rights Council is expected to vote today on a draft resolution concerning the ongoing crisis in Sudan. The resolution focuses on alleged violations committed by the Rapid Support Forces (RSF) in and around El Fasher following their recent offensive.

The draft resolution, details of which have been obtained, condemns what it describes as widespread atrocities, including ethnically motivated killings, torture, summary executions, arbitrary arrests, and rape. It calls for an urgent investigation by a fact-finding mission into violations in El Fasher and its surrounding areas, attributing responsibility to those found culpable, regardless of affiliation.

The resolution further denounces all forms of external interference that fuel the conflict. It urges all parties, both internal and external, to respect Sudan’s unity and territorial integrity. Crucially, it emphasizes the need for immediate and unhindered humanitarian access and the protection of civilians under international law, including allowing those who wish to leave El Fasher to do so safely.

Earlier this week, the Sudanese government welcomed the United States holding the RSF accountable for the military escalation and accusing them of committing atrocities against civilians. The US has suggested potentially designating the RSF as a terrorist organization to aid in resolving the crisis and has called for an arms embargo.

In response, the RSF criticized the US stance, arguing that such statements undermine international efforts towards a humanitarian truce. The UN Secretary-General António Guterres has also expressed grave concern over the deteriorating situation in Sudan, particularly the risk of mass atrocities in El Fasher and escalating violence in Kordofan.

Guterres, during a joint press conference, highlighted the urgent need for international attention and action to prevent further escalation of the conflict and protect vulnerable populations.
