Algeria and Vietnam Sign Landmark Cooperation Agreements

Algiers, November 19, 2025 – A series of significant agreements were signed today between Algeria and Vietnam, marking a new chapter in bilateral cooperation across various sectors. The signing ceremony, held at the Abdellatif Rahal International Conference Center, was presided over by Algerian Prime Minister Sifi Gherib and his Vietnamese counterpart, Pham Minh Chinh.

The agreements encompass a wide range of areas, reflecting a shared commitment to strengthening ties between the two nations. Key among these was the signing of the minutes from the 13th session of the Algerian-Vietnamese Joint Committee for Economic, Scientific, and Technical Cooperation, which convened on November 16th and 17th, 2025. This agreement solidifies collaborative efforts in these vital fields.

Further demonstrating the commitment to infrastructure development, a Memorandum of Understanding (MOU) was signed between Algeria’s Ministry of Housing, Urban Planning, and the City, and Vietnam’s Ministry of Construction. This MOU focuses on collaboration in housing, urban development, and urban planning initiatives.

The agreement also included the signing of an addendum to the general protocol on debt treatment between Algeria and Vietnam, streamlining financial cooperation. An agreement on cooperation in the field of education was also formalized, paving the way for enhanced academic and cultural exchange programs.

Boosting trade and investment, a Memorandum of Understanding was signed between the Algerian Chamber of Commerce and Industry and its Vietnamese counterpart. This agreement aims to foster stronger business relationships and facilitate increased trade between the two countries.

In the realm of technology and education, a Memorandum of Understanding was signed between the Houari Boumediene University of Science and Technology and the Posts and Telecommunications Institute of Vietnam. Additionally, a Letter of Intent was exchanged between Algeria’s Ministry of Foreign Trade and Export Promotion and the Ministry of Industry and Trade of the Socialist Republic of Vietnam, signaling a mutual desire to expand trade and economic partnerships. These agreements underscore the commitment of both nations to fostering growth and prosperity through enhanced cooperation.
