Luanda, October 28, 2025 – The 3rd Summit on Infrastructure Financing for Development in Africa commenced today in Luanda, Angola. Azouz Nasseri, President of the Council of the Nation, is representing President Abdelmadjid Tebboune at the summit.
President Tebboune delivered a message to the participants of the African summit, which was read by President Nasseri. The message conveyed President Tebboune’s fraternal greetings and deep appreciation to President João Lourenço of Angola, also the Chairperson of the African Union, for hosting this significant continental gathering and for his efforts to strengthen African unity and address its vital issues.
President Tebboune commended the efforts of the African Union Commission and the NEPAD Agency, expressing his wishes for their success in organizing this prominent event. He noted that the summit’s timing underscores the shared commitment to enhancing cooperation and intensifying efforts to confront the current developmental challenges facing the continent.
“Our meeting today,” President Tebboune emphasized, “reinforces the firm belief among our peoples that infrastructure is not merely physical structures but the arteries of development and keys to African integration. It forms the essential foundation for achieving the goals of the African Union’s Agenda 2063 and sustainable development globally.”
He added, “Algeria, which has always believed in the unity of African destiny and adhered to the principles of solidarity and fraternity, remains firmly committed to supporting the comprehensive development of our continent. This commitment stems from the conviction that genuine economic advancement can only be achieved through the creation of integrated and modern infrastructure that meets the aspirations of our peoples and addresses the challenges of a changing world.”
To realize this vision, President Tebboune stressed the importance of providing an enabling environment that facilitates the smooth movement of people, goods, and services through interconnected networks of roads, ports, railways, digital spaces, and energy sources. This, he believes, will enhance regional integration and unify African markets. President Tebboune highlighted Algeria’s ongoing commitment to African development.
