Algeria Issues Regulations for Drone Acquisition and Use

Algiers, November 5, 2025 – The Algerian government has formalized the regulations surrounding the acquisition, production, import, export, sale, maintenance, leasing, service provision, transfer, and decommissioning of unmanned aerial vehicle (UAV) systems, commonly known as drones.

A joint ministerial decree, dated September 8, 2025 (corresponding to Rabi’ al-Awwal 15, 1447), outlines the specific conditions and procedures governing these activities within the country. This decree, published in Official Gazette number 72, mandates that all individuals and entities involved in drone-related activities must obtain accreditation from the National Center for Onboard Drone Systems.

The National Center will assess applicants based on background checks conducted by relevant security services, their professional capabilities, and the security standards of the premises used for drone-related activities. This assessment will be conducted in consultation with relevant departments from the Ministries of Interior, Finance, Telecommunications, and Transportation.

Applicants, whether individuals or organizations, and regardless of whether the drones are intended for recreational, professional, or industrial use, must submit a comprehensive application package. This package includes an application form, a copy of their national identification card, a criminal record extract (less than three months old), a copy of their commercial registration (if applicable), and academic qualifications.

This decree represents the first comprehensive legal framework for drones in Algeria, addressing a previously unregulated area. Applications will be processed within 60 days, with unsuccessful applicants receiving a reasoned explanation for the rejection. The application must be submitted to the National Center or its branches.

The regulations classify drones into three categories: Category 1 for recreational use and amateur photography, Category 2 for professional applications such as filmmaking, surveying, and media, and Category 3 for sensitive applications including security, search and rescue, firefighting, and air ambulance services. The use, sale, or import of unregistered drones is strictly prohibited. All drones must be registered in a national database, equipped with electronic tracking devices and safety signals, and potentially connected to 4G or 5G networks in accordance with international standards.

Drones previously registered abroad, of unknown origin, or not properly registered will not be approved for use in Algeria.
