Algiers, December 4, 2025 – The Ministry of National Education is expected to announce the highly anticipated teacher recruitment contest within the next week. Minister Mohamed Sghir Saadaoui made the announcement on Thursday during a working session with representatives from various trade unions.
The session focused on presenting a preliminary draft of an executive decree that amends and supplements Executive Decree No. 25-54, which outlines the fundamental law for employees belonging to specific sectors within national education, particularly those in economic services.
Minister Saadaoui reiterated the government’s commitment to prioritizing graduates from the Higher Teacher Training Schools for teacher recruitment. He emphasized that this approach is considered the optimal solution for addressing staffing needs within the education sector. Ongoing coordination with the Ministry of Higher Education aims to expand the network of these schools and ensure that recruitment processes align with the sector’s demands.
According to a ministry statement, Saadaoui highlighted the shortcomings of Executive Decree No. 25-54, particularly concerning employees in economic services, as well as suggestions and observations raised by trade unions regarding other sectors. He also noted that the dedicated sectoral committee has been working continuously to develop proposals based on legal and regulatory references, while also considering principles of fairness and equity across different roles.
The Minister emphasized that clear directives were issued to ensure consensus among trade unions regarding the proposed changes, aiming for a unified agreement. Before commencing the working session, Minister Saadaoui addressed several key issues related to the education sector. He announced a national conference for inspectors, scheduled for December 20-21, 2025, in Constantine. The conference will focus on “Inspection and its Role in Improving the Performance of Educational Institutions.” He extended an official invitation to the heads of trade unions to participate in this important pedagogical event, which serves as a platform for dialogue and exchange of field experiences.
Furthermore, Minister Saadaoui revealed that the education sector’s budget for 2026 has increased by 8.2%, a move expected to further strengthen educational initiatives across the country.
