EU Agrees on €90 Billion Aid Package for Ukraine; Trump Sees Progress

Brussels, Belgium – European Union leaders have reached an agreement to provide a substantial €90 billion support package to Ukraine over the next two years. The announcement, made following a summit in Brussels, comes as former U.S. President Donald Trump expressed optimism regarding efforts to end the conflict between Ukraine and Russia.

“We have a deal,” stated European Council President Antonio Costa in a post on X, formerly Twitter. “Agreement on €90 billion support package for Ukraine in 2026 and 2027.”

German Chancellor Friedrich Merz echoed this sentiment, asserting that the EU’s commitment sends a “clear message” to Russian President Vladimir Putin, signaling that the war will not be successful. Merz detailed that the €90 billion will be provided as a zero-interest loan to Ukraine, intended to cover critical funding needs for both the military and the state budget over the next two years.

According to Merz, Ukraine will only be required to repay the loan if Russia provides reparations for the war. Furthermore, the EU reserves the right to utilize frozen Russian assets within the Union to settle the debt if Russia fails to provide reparations.

Following the announcement, French President Emmanuel Macron suggested that a renewed dialogue with President Putin would be beneficial for both France and Europe. “In the coming weeks, we must find the ways and means for Europeans, within the appropriate framework, to re-engage in a full and transparent dialogue with Russia,” Macron stated.
