Ben Douda Issues Strict Instructions and Calls for Overcoming “Personal Disputes”

Ben Douda expressed regret over the state of some cultural directorates, which are experiencing a “complete lack of coordination among staff due to personal disputes or sensitivities.” This statement was made during her supervision on Sunday of an evaluative meeting regarding provincial cultural action titled “From Administration to Management,” held at the Moufdi Zakaria Palace of Culture in Algiers.

The minister stated that some provinces have been culturally stalled to a great extent due to conflicts resulting from a lack of understanding of powers and responsibilities, and the desire of some to exceed the limits of their duties. Ben Douda emphasized that while the Director of Culture is the minister’s representative at the provincial level, this does not mean they are the sole decision-maker, as each institution has its own system and management independence.

In this context, Ben Douda issued “strict” instructions to the cultural directorates, which she said she would personally follow up on, stressing the necessity of coordination, understanding, and harmony among various officials at the local, regional, and central levels. The minister also explained that performance will be evaluated from now on based on the realization of this harmony, using performance indicators, goal achievement, efficiency, and productivity.

Ben Douda called for overcoming “deadly bureaucracy” and achieving effectiveness, as well as working with all sectors to embody unified government solidarity. She urged opening institutions to civil society, associations, and cultural actors to work with them creatively.

Addressing the directors of culture, Ben Douda said: “You are required to innovate and take initiative, and to make culture move beyond its walls and engage in the vitality of the street and daily life, becoming a continuous celebratory act and ongoing creativity.”
