New Legislative Session Focuses on Municipal, Wilaya Laws
The ordinary session of the tenth legislative term has officially opened, featuring a critical agenda of significant legislative projects. Foremost among these are the proposed laws concerning municipalities and wilayas, alongside amendments to the penal code. These initiatives are presented as integral to the comprehensive reforms instituted by the President of the Republic. The laws pertaining to municipalities and wilayas are reportedly ready for discussion, aiming to establish a new territorial division through the creation of ten additional wilayas. These projects will first undergo debate in the Council of the Nation, which will also incorporate appropriate amendments, before being forwarded to the People's National Assembly for final approval.
A significant amendment anticipated within the penal code is the reintroduction of the death penalty. This measure, decided after consultations with the country's high leadership, is intended to deter serious crimes that disrupt public order and threaten social stability, national security, and peace. The proposed project is expected to include precise controls defining the specific offenses subject to this penalty, ensuring its application is clearly delineated within the legal framework.
Beyond these core reforms, the Council of the Nation is set to discuss its internal regulations to ensure alignment with constitutional provisions, following the People's National Assembly's adjustment of its own regulations last year. The parliamentary agenda also encompasses the 2027 Finance Law, which will account for Algeria's significant social and economic transformations and projects planned for new districts. Additionally, the settlement law for the 2025 budget will be debated and finalized.
This session marks a notable development with the practical implementation of Article 116 of the Constitution, which grants the parliamentary opposition the right to hold a monthly session. This represents a historic first for the People's National Assembly, reflecting a commitment to parliamentary inclusiveness. Furthermore, the session includes the completion of the structuring of council committees and parliamentary friendship groups with allied nations, emphasizing the importance of legislative cohesion and consensus to serve Algeria's interests and strengthen its national identity with laws that meet citizens' aspirations.
