Qatari Power Holding Eyes Algerian Hydrocarbons Investment

Mohamed Arkab, Algeria's Minister of Hydrocarbons, held a meeting in Algiers on Tuesday with Ramez Al-Khayyat, the Chief Executive Officer of Qatar's Power International Holding group. The discussions, which also included Qatar's Ambassador to Algeria, Abdulaziz Ali Al-Naama, focused on strengthening strategic cooperation and partnership between Algeria's Sonatrach complex and UCC Holding, a subsidiary of the Qatari group active in the oil and gas sector.

The meeting provided an opportunity to delve into various areas of collaboration, specifically within the upstream and downstream segments of oil and gas, transport, refining, and petrochemicals. Commercial cooperation, particularly concerning liquefied petroleum gas (LPG) and other petroleum products, was also a key point of discussion. Minister Arkab presented a comprehensive overview of Algeria's hydrocarbons sector development program, encouraging the Qatari group to leverage the investment advantages, facilitations, and attractive legal frameworks provided by Algeria's hydrocarbons law for investors. He further invited the Qatari complex and its subsidiaries to actively participate in the forthcoming Algerian Bid Round 2026, aimed at developing available fields and exploration blocks.

For his part, Mr. Al-Khayyat conveyed his group's strong interest in expanding its investments in Algeria and working alongside Sonatrach to implement high-value-added projects within the hydrocarbons sector. He commended the quality of bilateral relations between Algeria and Qatar, as well as Algeria's encouraging investment environment. The meeting concluded with both parties agreeing to undertake technical discussions and establish direct coordination with Sonatrach to explore practical mechanisms for the prompt on-the-ground implementation of partnership projects.
