Tebboune’s Policy Sets 2027 for Key Resource Development
Algeria is positioning 2027 as a pivotal year for economic transformation, with a new policy architecture focusing on strategic development in phosphates, iron, zinc, rail infrastructure, industrial expansion, port capabilities, and food security. This comprehensive vision, consistently reiterated by President Abdelmadjid Tebboune, aims to harness national resources as a catalyst for growth and diversification, gradually lessening the economy's dependence on hydrocarbons and imports. Several major structural projects are transitioning from the planning and construction phases to active production, processing, and, in some instances, export.
Key initiatives include the integrated phosphate project in Bled El Hadba, Tébessa, where President Tebboune has mandated exports to commence by March 2027. This project establishes complete industrial chains, connecting the mining site to processing units at Oued Kebrit, Souk Ahras, for producing phosphated fertilizers, and linking to the port of Annaba via a new 422-kilometer railway line for transportation and export. Similarly, the Ghar Djebilet iron ore project in Tindouf saw its first shipment in February 2026, destined for industrial hubs via a planned 950-kilometer railway to Béchar. The Tala Hamza-Oued Amizour zinc and lead project in Béjaïa also launched exploitation work in March 2026, further diversifying Algeria's mineral production and export potential. These projects underscore a commitment to adding value to raw materials domestically and leveraging extensive rail networks and upgraded port facilities, such as the extended Annaba mineral quay, as integral components of the national economic system.
Beyond mineral development, the national strategy places significant emphasis on achieving food security. The development of a domestic fertilizer industry, utilizing Algerian phosphates, is central to securing agricultural input supplies, thereby enhancing productivity. Parallel efforts are underway to boost national capacities for cereal production and storage. These interconnected initiatives, encompassing mines, railways, ports, industrial complexes, and agricultural infrastructure, are designed to transform natural resources into industrial output, generate employment, build logistical capabilities, convert processed products into exports, and bolster national food resilience. President Tebboune has also prioritized a strategic railway linking the North to Tamanrasset, projected for service by 2028, further illustrating the extensive scope of this national development.
