Al Ghais Visit Highlights Algeria’s Diplomacy in Oil Market Stability

OPEC is celebrating the tenth anniversary of the historic Algiers Accords, a landmark agreement that significantly shaped global oil markets. This recognition comes amidst ongoing volatility in oil markets and supply chain disruptions. In commemoration of this pivotal event, OPEC Secretary General Haitham Al Ghais is undertaking a four-day visit to Algiers to strengthen cooperation between Algeria and the organization. The Algiers Accords, established two years after the 2014 oil shock, solidified Algeria's standing as a key player in international oil diplomacy.
The 2014 oil market downturn, characterized by a significant drop in barrel prices from 115 dollars to 28 dollars due to an oversupply from American shale production, presented unprecedented challenges for oil-producing nations. This period saw a depletion of foreign exchange reserves and and drastic investment cuts. In response, Algeria initiated intense and discreet high-level diplomatic activities, successfully convening both OPEC and non-OPEC oil-producing countries in Algiers.
Algeria's sustained diplomatic efforts culminated in a collective agreement to reduce oil production by approximately two million barrels per day. This crucial action, which began in February, also paved the way for the formation of OPEC+, expanding cooperation to include ten additional nations such as Russia, Kazakhstan, and Mexico. The Algiers meeting is widely regarded as the catalyst for a profound transformation in producer collaboration, leading to a consensus on bringing collective production within a range of 32.5 to 33 million barrels per day.
The Algiers Accord continues to serve as a fundamental reference document for navigating market dysfunctions, demonstrating its effectiveness in subsequent crises in 2020, 2022, 2024, and 2026. Its core objectives include accelerating the reduction of excess stocks, rebalancing supply and demand, mitigating market volatility, and fostering conditions conducive to renewed investment in the oil industry. The accord remains instrumental in progressively restoring market stability and sustainability.
