“Today, the President of the Republic, Mr. Abdelmadjid Tebboune, Commander-in-Chief of the Armed Forces, and Minister of National Defense, presided over a Cabinet meeting that discussed a bill regulating mining activities, presentations on mechanisms for assisting women victims of violence, new measures regarding the retirement of teachers and professors in the national education sector, and the situation of team sports and elite sports.
After the Prime Minister’s presentation on government activities over the past two weeks, and following discussions by ministers on the proposed bills and presentations, the President of the Republic issued the following orders, instructions, and guidelines:
- The President instructed the government to implement all approved investment projects with full rationality and cost optimization, in accordance with established commitments and guidelines, while respecting deadlines for project completion.
Regarding the Bill Regulating Mining Activities:
- The bill was approved with consideration for the following guidelines:
- The President emphasized that mining activity holds special importance for the state and requires modern tools for development and monitoring of this vital sector.
- He directed the incorporation of technological advancements and scientific solutions to streamline exploration and exploitation processes, reducing bureaucratic hurdles given the country’s significant mineral potential, particularly in marble production.
- On this occasion, the President ordered the preparation of a comprehensive strategy to maximize investment in mining activities through deeper studies ensuring sustainable development for future generations.
- He also instructed the reservation of certain rare earth materials from current exploitation, preserving them as assets for future generations.
On the Interim Report Regarding the Progress of Digitalization:
- The President ordered an immediate investigation committee to be sent to the Postal and Electronic Communications Regulatory Authority to address delays in issuing digital equipment licenses under the authority of the High Conservatory for Digitalization.
- He directed prioritization and reorganization of the digitalization process, focusing on economic, financial institutions, and public/private real estate as strategic targets within the framework of national sovereignty.
- The President reiterated that digitalization is part of deep reforms requiring accurate and updated statistics for transparent and appropriate decision-making.
On Mechanisms for Assisting Women Victims of Violence:
- The President stressed the protection of women regardless of their role or position in society, noting their increasing prominence across all fields.
- He tasked the Minister of Justice, Keeper of the Seals, and the Minister of National Solidarity, Family, and Women’s Issues, in coordination with the Prime Minister, to develop additional legal mechanisms to enhance women’s protection to the fullest extent possible.
Regarding the State of Team Sports and Elite Sports:
- The President ordered the scientific and modern reconstruction of handball with the assistance of specialists, including foreign experts, affirming the state’s readiness to finance and support efforts to restore Algerian handball’s former glory.
On New Measures Related to the Retirement of Teachers and Professors in the National Education Sector:
- The President instructed a reduction of the retirement age by three years for all educators in the education sector, recognizing their significant role as educators.
General Directives:
- The President ordered the Minister of Transport to implement a 24/7 working system at key ports before the end of the month, especially at economically active ports such as Ghazaouet, Algiers, Bejaia, Annaba, Oran, and Mostaganem, involving all port operators. This decision aims to align with economic dynamics and reduce excessive costs for ships waiting for extended periods to dock.
- Maternity leave benefits were expanded to five months instead of the current three and a half months for all mothers.
The Cabinet concluded its meeting by approving decrees and individual decisions, including appointments and terminations in high-ranking state positions.”
