Israeli authorities have announced the arrest of a Russian national accused of spying for Iran. The individual, identified as Vitali Zviagintsev, is alleged to have photographed sensitive Israeli infrastructure, including ports, under the direction of Iranian intelligence operatives.
According to Israel’s internal security agency, Shin Bet, Zviagintsev, a 30-year-old worker residing in Israel, was apprehended earlier this month. An indictment has been filed against him in the Central Court.
The investigation reportedly revealed that Zviagintsev established contact with an Iranian intelligence operative, who identified himself as ‘Roman’ and claimed to be based in Russia, in October 2025. Under Roman’s direction, Zviagintsev allegedly conducted surveillance and photographic missions of critical infrastructure and ships at various ports throughout Israel, posing as a tourist. He received payment for these activities through digital channels.
Authorities claim Zviagintsev was aware that his actions constituted espionage and were intended to harm Israel. Despite this knowledge, he allegedly continued to carry out tasks assigned by his handler for financial gain.
The case highlights what Israeli officials describe as ongoing efforts by Iranian intelligence services to recruit Israeli and foreign nationals, both within Israel and abroad, for espionage purposes.
This arrest follows a similar incident in November, where an Israeli citizen was detained on suspicion of spying for Iran and recruiting a reserve soldier to pass on sensitive information about the Air Force to Tehran.
Israeli security agencies have arrested numerous individuals in recent years on charges of collaborating with Iranian agents. Tensions between Israel and Iran remain high, with both countries viewing each other as primary adversaries.
