Finance and Civil Service: Ministers Faid and Laouissi Chair Coordination Meeting

Algiers – On Monday, the Minister of Finance, Laaziz Faid, alongside the Acting Director General of the Civil Service and Administrative Reform Directorate, Abdelwahab Laouissi, chaired a coordination meeting aimed at enhancing consultation and collaboration between the two sectors. The meeting also sought to establish a permanent platform for dialogue and exchange of ideas to strengthen functional relationships between the two entities.

Held at the Ministry of Finance headquarters, the meeting was attended by several directors-general, senior officials of the ministry, and a working team from the Directorate General of Civil Service and Administrative Reform, according to a statement issued by the ministry.

Key Highlights of the Meeting

In his opening remarks, Minister Faid emphasized that the meeting marks the first step towards a strengthened partnership between the two sectors and lays the foundation for future similar encounters. He pointed out that the finance sector is undergoing unprecedented structural reforms focused on results-based management, including innovative mechanisms such as performance and efficiency contracts.

To effectively implement these contracts, the minister stressed the importance of adopting a holistic approach that goes beyond technical and material resources to prioritize the development of human competencies and foster constructive inter-sectoral dialogue.

Minister Faid further highlighted the importance of establishing a robust coordination framework between the Ministry of Finance and the Civil Service Directorate. This framework aims to address functional issues related to employees in public institutions and administrations and ensure proper management of civil servants’ statutes.

On his part, Mr. Laouissi shared his vision and expectations for strengthening cooperation, emphasizing the need for effective synergy between the efforts of both parties to improve administrative performance and advance human resource development in public administrations.

A Focus on Shared Digital Platforms and Collaborative Frameworks

During the meeting, Minister Faid urged the swift implementation of a shared digital platform between the Directorate General of Budget and the Civil Service Directorate. This platform is expected to provide accurate data and reliable statistics related to civil service management.

Both parties also agreed to establish a joint and regular consultative framework to reflect the state’s commitment to fostering integration and collaboration between government sectors. This initiative aligns with Algeria’s national goals for administrative reform and the development of efficient public service operations.

The meeting concluded with a shared commitment to advancing cooperation between the Ministry of Finance and the Directorate of Civil Service to achieve strategic objectives that enhance public administration and drive progress in national reforms.
