No Changes to Travel Exchange Instruction n°07-2026, Bank Affirms

The Bank of Algeria has officially confirmed that its Instruction n°07-2026, issued on July 13, 2026, pertaining to foreign exchange rights for travel abroad, has not undergone any modifications. A communiqué from the Bank's communication unit formally denied the existence of a document circulating on social media, titled "instruction n°08-2026 of the Bank of Algeria of August 12, 2026," which falsely claimed to alter the procedures for granting the tourist allowance. The Bank advised the public to rely exclusively on documents published on its verified social media pages and official website for accurate information.

Instruction n°07-2026 outlines specific provisions for foreign exchange allowances for resident nationals traveling internationally. The allocation is set at 750 euros for individuals aged 19 and over. For those between 12 and 18 years old, the amount is 300 euros, applicable for a maximum of two children per family. This allowance is not cumulative from one year to the next and is designated for international trips with a minimum duration of seven days, explicitly excluding travel for Hajj pilgrimage.

The right to foreign exchange, as stipulated, is facilitated through an international payment card or a dedicated international payment card issued by approved intermediary banks in accordance with current regulations. These cards are strictly nominative, intended for use solely by their holder, and cannot be transferred or utilized by a third party. Applicants are required to submit a request for the card sufficiently in advance of their international travel, ensuring the card has a minimum validity of three years.

Furthermore, the international payment card must be linked to a foreign currency account opened by the beneficiary with an approved intermediary bank. The entitlement to the foreign exchange allowance is also contingent upon holding a national currency bank account. The dinar equivalent of the foreign exchange amount, including associated commissions, must be settled exclusively via a scriptural payment instrument at least seven days prior to the travel date. Required documentation includes a round-trip transport ticket, a valid passport and its first page copy, a valid visa if applicable, and proof of income. A document confirming the dinar payment will be issued to the beneficiary, who can also present family records or other justifications to receive allowances for accompanying minor children on their own card.
