Libyan 4+4 Commission Signs Draft Agreement; Algeria Present in Tunis

The Libyan 4+4 Commission has successfully signed a draft definitive agreement, marking the completion of the initial two phases of a roadmap supported by the United Nations. This significant step occurred during a meeting in Tunis, which was facilitated by UN envoy Hanna Tetteh. The presence of Algerian Foreign Minister Ahmed Attaf at the opening of the Tripartite Consultative Mechanism on Libya in Tunis on January 26, 2026, underscored Algeria's commitment to regional stability and its active role in fostering a resolution to the Libyan political crisis.
The agreement represents a crucial development in overcoming the political stalemate that has hindered the holding of general elections in Libya since 2021. The 4+4 Commission, composed of representatives from key parties across eastern and western Libya, was established with the primary objective of forging consensus. Its mandate includes creating a mechanism for the reconstitution of the High Electoral Commission and resolving outstanding issues essential for national elections.
According to a statement released by UNSMIL on its social media channels, the commission is slated to convene again in Libya before the end of the month. This upcoming meeting will focus on defining the implementation modalities and preparing for the official announcement of the agreement. The ultimate goal is to ensure a shared constitutional and legal basis that will enable the holding of national elections, thereby contributing to Libya's long-term stability and democratic process.
