Digital Services Expand for Algerians in National Retirement Scheme

The National Social Insurance Fund (CNAS) Chlef agency, under the direction of Mr. Wagwag Reda, is actively pursuing digital transformation efforts to enhance public services and connect with citizens, including the Algerian community residing abroad. These initiatives are part of a broader national strategy to strengthen social protection and simplify administrative procedures, aiming to make services more accessible and efficient for all insured individuals.

A key focus of these efforts is the voluntary enrollment system for Algerians living outside the country, which allows them to join the national retirement scheme. This system, established by Executive Decree No. 22-351 of October 18, 2022, is designed to protect the rights of expatriate Algerians and value their contributions to national development. Eligible individuals, who must hold Algerian nationality, be registered with Algerian consular services abroad, engage in a professional activity outside Algeria not covered by mandatory national social security, and be under 55 years of age at the time of application, can benefit from retirement rights, social coverage, and in-kind benefits for illness and maternity within Algeria.

Enrollment in this voluntary retirement scheme is facilitated through a dedicated digital platform known as the "remote declaration portal." This portal enables Algerians abroad to complete all necessary procedures electronically, eliminating the need for physical travel. To ensure entitlement to illness insurance and retirement benefits, members are required to pay financial contributions, calculated based on at least three times the national minimum guaranteed wage. These contributions are payable quarterly via bank transfer, international bank card, or in convertible foreign currency within Algeria.

Beyond the diaspora, digitalization is a central element in developing social security performance across Algeria, contributing to simplified procedures, reduced travel requirements, and accelerated file processing. The CNAS Chlef agency prioritizes supporting insured individuals in leveraging these digital advantages, aiming to utilize technology for the benefit and relief of citizens. Furthermore, the agency organizes regular awareness campaigns, often in coordination with partners, covering topics such as voluntary enrollment, worker declarations, and the prevention of work accidents and occupational diseases, reinforcing institutional cooperation as essential for successful outreach and comprehensive social protection.
