African Peace and Security Council Endorses Rights Plan

Algeria, in its capacity as President of the African Union's Peace and Security Council (PSC) for August, led a crucial annual consultative meeting aimed at integrating human rights with peace and security initiatives. Ambassador Mohamed Khalid, Algeria's Permanent Representative to the African Union, chaired the session in Addis Ababa, which focused on "Joint efforts to implement human rights as a tributary of peace." The primary objective was to firmly establish a human rights-based approach in conflict prevention, resolution, and the cultivation of sustainable peace throughout the African continent.

During his opening remarks, Ambassador Khalid highlighted that respecting fundamental human rights and freedoms is a cornerstone for enduring peace, security, and stability in Africa. He underscored the imperative of enhancing cooperation between the PSC and the African Commission on Human and Peoples' Rights (ACHPR), advocating for the transformation of their mutual commitments into tangible, practical actions. Ambassador Khalid also recognized the pivotal role of non-governmental organizations in early warning systems, conflict prevention, mediation, and peace-building, while stressing the need for these organizations to maintain credibility and avoid exploitation for political agendas. He proposed a biennial meeting uniting the PSC with all African Union committees and bodies concerned with human rights, governance, and democracy to foster better coordination and collective efficacy.

The meeting saw additional contributions from key figures, reinforcing the integrated approach. Idrissa Sow, Chairman of the ACHPR, elaborated on his Commission's role in strengthening the link between human rights, peace, and security, including mechanisms for transitional justice and protecting displaced persons. Bankole Adeoye, AU Commissioner for Political Affairs, Peace, and Security, emphasized the necessity of enhancing the integration of AU mechanisms in human rights, peace, and security, alongside developing effective early warning systems for violations. Discussions among PSC members underscored a consensus that human rights should not be viewed as a separate objective, but rather as an essential instrument for preventing conflicts, addressing their root causes, promoting reconciliation, and achieving lasting peace.

The consultations culminated in proposed recommendations calling on member states to adopt a unified approach. These recommendations aim to strengthen efforts and enhance coordination among various human rights, governance, peace, and security mechanisms, while upholding the foundational principles of the AU Constitutive Act and the African Charter on Human and Peoples' Rights. Participants emphasized the necessity of establishing clear follow-up mechanisms, facilitating information exchange, and coordinating initiatives to ensure a seamless transition from policy decisions and commitments to practical, on-the-ground actions. Such measures are designed to contribute to conflict prevention, civilian protection, transitional justice, accountability, and the rule of law, solidifying human rights as a fundamental driver for sustainable peace and stability across Africa.
