Single Window Mechanism Simplifies Algerian Economic Initiative

President Abdelmadjid Tebboune's vision is guiding Algeria toward a new phase of investment, emphasizing the transition from mere project registration to concrete on-the-ground implementation. This approach prioritizes reforming the investment system, liberating economic initiative, and significantly reducing administrative obstacles. The aim is to cultivate a more productive and competitive economy, with current figures indicating substantial progress in this strategic direction.
Central to these reforms is the Single Window mechanism, lauded for its role in facilitating investment, neutralizing bureaucracy, and accelerating project completion. Economist Abdel Nour Gachi highlighted that the Algerian Investment Promotion Agency (AIPA) has registered over 20,000 investment projects since the new system's inception, with a declared value exceeding 9,000 billion dinars, or approximately $67.5 billion. These projects are projected to create over 525,000 job opportunities, marking a crucial step towards the national challenge of seeing these registered projects fully implemented before the end of 2029.
The Single Window fundamentally reshapes the relationship between investors and administration, eliminating the need for project owners to navigate multiple departments for licenses and approvals. This streamlined approach, reinforced by developments effective since July 26, 2026, allows economic operators to process urban planning contracts, exploitation licenses, company formation, and tax procedures efficiently. The economic value of these reforms lies in reducing administrative timelines and investment costs, which were previously burdened by delays. Furthermore, over two-thirds of projects with reported progress are either operational or under construction, demonstrating tangible advancement, according to the AIPA Director General in May 2026.
A significant aspect of the registered projects indicates a transformative shift in economic policy, with more than 7,600 projects targeting import substitution through local production, valued at $27.4 billion and expected to generate over 270,000 jobs. This strategic pivot aims to transition Algeria from an import-dependent market to a producing, manufacturing, and exporting economy, thereby enhancing local added value. The ultimate success of these initiatives, measured by projects entering production, investment volume, job creation, and export value, relies on the Single Window's expanded role in comprehensive project accompaniment from conception through implementation, including real estate, utility connections, financing, and market entry.
